Lima, Peru, March 1, 2022 – The (UNODC), through the Track4Tip Initiative; the and the International Labor Organization (ILO) joined efforts with the Ministry of the Interior to develop a user-friendly version of the National Policy against Trafficking in Persons and its forms of exploitation in Peru.

This important public policy was approved by Supreme Decree N° 009-2021-IN and published on July 27, 2021. It is a document of comprehensive administration that brings together efforts of the Peruvian State and is an important contribution to address this crime that affects thousands of citizens, mainly women, children and adolescents.

The relevance of the document and the need to broaden its understanding and application throughout the country prompted this goal, which was achieved thanks to interagency work and coordination with the governing body: the Ministry of the Interior.

In this way, an operational consultation document was developed for justice operators, services, agencies and officials with competence in the areas of prevention, protection, care, prosecution, judicialization and reintegration related to trafficking in persons. The document contains 19 guidelines that are put into practice through 42 services, which operationalize the work of 11 sectors and 4 autonomous agencies, all linked to the prevention, investigation, and prosecution of the crime in the South American country.

The Public Policy has seven specific actions: raising; supervision in risk areas, linked to the National Police and other justice operators; reduction of under-reporting of trafficking cases; prioritization of areas with the highest incidence of cases; prioritization of joint actions for investigation, prosecution and punishment of cases; improvement of spaces and services such as legal, medical and psychological assistance; and spaces for the progressive reintegration of victims, not only socially but also economically.

“This is an important step forward in terms of victim protection, as well as actions to strengthen the criminal justice response, which is the objective of the Track4Tip initiative. We highlight this effort by the Peruvian State in the fight and response to trafficking in persons” said Antonino De Leo, UNODC Representative for Peru and Ecuador.

The next step is the implementation of the Public Policy in the regions, a process led by the Ministry of Interior, with the support of the different organizations and sectors that make up the Permanent Multisectoral Commission against Trafficking in persons and smuggling of migrants.

TRACK4TIP is a three-year initiative (2019-2022), implemented by the Office on Drugs and Crime (UNODC), with support from the U.S. Department of State's Office to Monitor and Combat Trafficking in Persons / JTIP.
